Tavares keeping Young as Maui finance chief

WAILUKU, Maui — Maui County Finance Director Kalbert Young will be staying in his job when Mayor-elect Charmaine Tavares assumes office Tuesday.

Tavares, who defeated incumbent Mayor Alan Arakawa in the November election, yesterday announced Young's reappointment and named Agnes Macadangdang Hayashi as deputy finance director.

The mayor-elect earlier appointed Brian Moto to continue as corporation counsel and Benjamin Acob as prosecuting attorney, pending council approval. Moto has been corporation counsel since 2003, serving as chief legal adviser and legal representative for the administration and the County Council. Before being named to head his department, Moto worked as a deputy corporation counsel for 10 years.

He graduated from the University of Hawai'i and earned his law degree from the University of Michigan. He also received a certificate in Anglican studies from the Berkeley Divinity School and a master's degree in religion from Yale Divinity School.

Acob has served as first deputy prosecutor for the past 10 years and supervises the appellate unit of the Department of the Prosecuting Attorney. A UH-Hilo graduate, Acob earned his law degree from UH's William S. Richardson School of Law. He is a board member of the Maui Filipino Chamber of Commerce.

Young has been head of the county Finance Department since 2004. Before that, he was development coordinator for Kapalua Land Co. He holds a master's degree in business administration from UH.

Hayashi will be returning to her post as deputy finance director after heading the Community Development Block Grant Program for four years.

Also to serve in Tavares' Cabinet will be state tax official Frederick Pablo, who was named director of the Department of Budget; Helene Kau as senior budget analyst; Carol Gentz as head of the federally funded Community Development Block Grant program; Diane Wakamatsu as senior executive assistant; and Shelley Pellegrino, Stan Zitnik and Justin Gruenstein as executive assistants.

Budget appointee Pablo is district manager for the state Department of Taxation for Maui, Lana'i and Moloka'i, and was named the department's 2005 Manager of the Year. His previous experience includes posts in Europe and Asia as Internal Revenue Service attache with the U.S. Department of Treasury. Pablo has a master's degrees in business administration from UH and is a licensed CPA.
