Hawai'i is the most beautiful state in the nation with welcoming people and lots of things to do, according to an international survey that ranks the strength of state brands.

Hawai'i ranked third in the country in the Anholt State Brands Index, behind California and Florida. The index, created by British branding consultant Simon Anholt in conjunction with Seattle-based GMI (Global Market Insite Inc.), is based on an online survey of more than 21,000 people in 16 countries, including the U.S.

"Hawai'i is perceived as the most beautiful state with the best climate by a majority of our national and international panels," wrote Anholt, who advises governments and others on branding.

Hawai'i also ranked No. 1 in the category of "The People," which included the hospitality of residents, safety and diversity. Foreigners considered Hawai'i the most welcoming state, while Americans ranked the Islands No. 2 in that category behind North Carolina. Hawai'i was perceived as the safest state among U.S. residents, but was ranked 18th in safety among foreigners.

In the area of safety, foreigners tended to pick states they knew least well, perhaps because they perceive them to be remote from political turmoil and other global problems, Anholt wrote.

Hawai'i also ranked No. 1 overall for "offering plenty to do for a week," while California and New York topped the list for longer periods.

Other findings:

  • Hawai'i is the 45th most visited state among U.S. respondents, and 5th most visited among foreigners.

  • Hawai'i ranked last among Americans for ease of finding employment.

  • Foreigners ranked Hawai'i the fifth best state to open a business.

  • Hawai'i ranked 48th in the "prerequisites" category, which included affordable housing and public amenities.
