TONIGHT'S MUST-SEE

"Grey's Anatomy," 8 p.m., ABC. After rumors bounced around, Webber confirms that he's retiring as chief of staff. That leads to debates over who will take over. Meanwhile, there's a change in the medical condition for Meredith's mother.

"The Sarah Silverman Program" debut, 8:30 p.m., Comedy Central. Not long ago, TV's central characters were earnest, honest, well-meaning and (often) dull. For women, that was especially true. Now comes a refreshing change. Sarah (played by Sarah Silverman) is small and sweet-looking, with a gentle voice; this seems to let her get away with antisocial behavior. She has no job or money. She ignores homeless guys and crippled children. In the season finale, she'll have a sexual fling with God. All of that is done with dark wit — and even with an occasional song, done with exaggerated sweetness. Tonight, Sarah is arrested after driving under the influence of cough syrup. Her sister (played by real-life sister Laura Silverman) promptly has an affair with the cop.

OF NOTE

"Ugly Betty," 7 p.m., ABC. It's Fashion Week, putting extra pressure on Betty and on everyone at Mode magazine.

"CSI: Crime Scene Investigation," 7 and 8 p.m., CBS. First is a rerun, with teens shot while putting up fliers for a rapper's album. Then is a new episode in which the bones, veins and tendons have been removed from a body. In another case, a millionaire's wife has been killed; the husband says he was gone on a business trip.

"My Name is Earl," 7 p.m., NBC. When a foreign-exchange student came to his school, Earl was so mean that the kid retreated to France. Now Earl must show him a cheerier side of America. Also, the fake marriage of Randy and Catalina begins to seem real.

"The Office," 7:30 p.m., NBC. It's time for Phyllis' wedding shower, and Michael is the wrong guy to plan it. He invites a stripper and a guy dressed as Ben Franklin.

"Scrubs," 8 p.m., NBC. In a change, we see the story through the eyes of Dr. Kelso. He befriends a young soldier; soon, the staff is divided on political sides.

"30 Rock," 8:30 p.m., NBC. Paul Reubens, of Pee-Wee Herman fame, plays a prince who has a birthday bash. Liz accompanies Jack (Alec Baldwin) but doesn't know if this is a date. She meets Jack's ex-wife, played by Isabella Rossellini.

"ER," 9 p.m., NBC. Meg, Gates' former girlfriend, is found near death; Neela and Gates struggle to revive her. Meanwhile, Ames (Forest Whitaker) is still looking for revenge.

"Nashville Star," 10 p.m., USA Network. The Wreckers — the terrific duo of Michelle Branch and Jessica Harp — are the guest performers.
