UTILITIES FUND TO PUSH EFFICIENCY
The Public Utilities Commission said it will create a fund to promote programs and services that increase efficiency, reduce electricity consumption and ultimately decrease Hawai'i's dependence on fossil fuels.
The Public Benefits Fund will take over the efficiency programs currently run by each of the Hawaiian Electric companies on O'ahu, Maui and the Big Island. The transfer, to be completed by January 2009, is designed to remove the perceived conflict between a utility's desire to generate revenues and its motivation to implement energy-saving measures that decrease sales and defer the need for additional plant investments, the PUC said.
