The state is seeking redevelopment proposals for a fueling dock and a boat haul-out and repair facility at the 750-boat Ala Wai Small Boat Harbor.

The state Department of Land and Natural Resources' Division of Boating and Ocean Recreation has issued a request for proposals and qualifications to lease and redevelop the two noncontiguous parcels covering 53,568 square feet.

There is a 4 p.m. Friday deadline to submit applications, followed by a 4 p.m. Dec. 22 deadline to submit a statement of qualifications.

DLNR has scheduled a 10 a.m. briefing for today to discuss the agency's development objectives and bidding process at 1151 Punchbowl St., Room 132. More information can be found online at http://www.hawaii.gov/dlnr/dbor/rfq_rfp.htm.

The state requires that an improved fuel dock and haul-out/repair facility for public use be included in the project, though developers are free to pursue additional marine-related uses permitted under the harbor and Waikiki special district rules.

A lease term up to 55 years is being offered. The selected applicant is responsible for obtaining all required government approvals.

The redevelopment project is part of an effort to upgrade harbor facilities statewide. The state has spent about $30 million in the past 4 1/2 years for such work, including rebuilding three docks at the Ala Wai. Three more Ala Wai docks are being repaired.

"We are looking forward to offering the two land parcels to a developer who will be able to join with us to improve services for the boating and ocean recreation community and help the Ala Wai reach its full potential," Laura H. Thielen, DLNR chairwoman, said in a statement.
