Fatal Pearlridge shooting report sent to prosecutors

The Honolulu prosecuting attorney's office is reviewing a recently completed investigation report on a fatal March 19 police shooting at Pearlridge Center.
The report was compiled by the Honolulu Police Department's Internal Affairs Division, which conducted separate criminal and administrative investigations into the death of Thomas Joseph Loewe, 47, of Hilo, who was shot while attempting to drive off from a second-floor parking lot at Pearl Ridge Center Phase III to escape from police.
An autopsy report said he bled to death from a gunshot wound to the torso and listed "significant multiple gunshot wounds" as other conditions, and manner of death as homicide.
The decision on whether Loewe's death was justifiable self-defense or criminal will be made by Prosecuting Attorney Peter Carlisle.
Honolulu Police Chief Boisse Correa said in March that five shots were fired at Loewe.
Plainclothes Crime Reduction Unit officers from Wahiawa and Pearl City allegedly saw Loewe take items from a vehicle and confronted him as he returned to his car. Loewe allegedly accelerated his car and attempted to drive away.
In the process, one officer was allegedly dragged by Loewe's car and another nearly struck before shots were fired.
Loewe's criminal record included 19 convictions. He was pronounced dead at the scene at 3:24 p.m.
