Police yesterday arrested a man and woman in a drug raid on a Waimanalo home.

Windward O'ahu Crime Reduction Unit officers served a search warrant at 41-756 Ala Koa at 7:15 a.m. and arrested two residents, a 50-year-old man and 38-year-old woman.

They were booked on two counts each of second-degree promoting of a dangerous drug, one count of third-degree promoting of a detrimental drug, and possession of drug paraphernalia.

Police seized an undisclosed amount of cocaine in the raid.

PROSECUTORS GET SHOOTING REPORT

The city prosecutor's office is reviewing a recently completed homicide investigation report on a fatal March 19 police shooting at Pearlridge Center.

The report was compiled by the Honolulu Police Department's Internal Affairs Division, which conducted separate criminal and administrative investigations into the death of Thomas Joseph Loewe, 47, of Hilo.

Loewe was shot while trying to drive from from a second-floor parking level at Pearlridge Center Phase III to escape from police.

He died of blood loss from a gunshot wound to his torso, an autopsy concluded. He was shot multiple times, the autopsy said.

The decision on whether Loewe's death was justifiable self-defense or criminal will be made Honolulu Prosecuting Attorney Peter Carlisle.

Honolulu Police Chief Boisse Correa said in March that five shots were fired at Loewe.

Plainclothes police officers allegedly saw Loewe take items from a vehicle and confronted him as he returned to his car. Loewe allegedly accelerated his car and tried to drive off.

One officer was allegedly dragged by Loewe's car and another officer was nearly struck before shots were fired.

SUSPECT CHARGED IN KALIHI BURGLARY

Prosecutors have charged a Kane'ohe man with burglarizing a home in Kalihi.

George A. Casey, 36, was held Wednesday night at the main police station cellblock in lieu of $100,000 bail.

Casey was arrested in the 1800 block of Kamehameha IV Road at 5:45 p.m. Monday by police investigating complaints of a vehicle entering carports of unoccupied homes.

Police reportedly found stolen items from an unreported burglary in Casey's possession.

PLASTIC-BAG BAN URGED ON MAUI

The Maui County Council's Public Works and Facilities Committee has recommended the adoption of a bill that would bar retail businesses from giving out plastic bags beginning Jan. 11, 2011.

Plastic bags would be prohibited regardless of whether they are compostable, the Maui News said.

The proposal would allow paper bags and those made of reusable cloth and other environmentally friendly materials.

However, the bill does not include a ban on plastic bags used in stores to hold goods such as meats, poultry and produce.

"This is just a good first step in cleaning up the environment," committee co-chairman Mike Victorino said after the meeting.

Plastic bags have become a nuisance on the island, causing litter and harming animals that eat them.
