Missing man not seen since Feb. 29

Police yesterday asked for the public's help in looking for a man who has not been seen since Feb. 29.
Thomas Jeffrey moved to Hawai'i from Canada a year ago but has no permanent local address, police said. He is a frequent visitor to a variety of O'ahu beaches. Police said Jeffrey was emotionally distraught and depressed when last seen.
Jeffrey is described as 6 feet tall and about 200 pounds.
Anyone with information on his whereabouts may call Honolulu CrimeStoppers at 955-8300 or *CRIME on a cell phone.
KONA TOP DISTRICT FOR DUI ARRESTS
The Big Island's Kona District has accounted for nearly half of all drunken-driving arrests on that island so far this year, the Hawai'i County Police Department reported.
Through March 10, police made 123 DUI stops in Kona, out of 261 for the entire island.
South Hilo had the second-most DUI arrests, with 70. Puna had 31 and South Kohala 20.
Last week police made 34 DUI arrests, including seven involving drivers under 21 years old.
Drunken-driving arrests are up 6 percent so far this year. Big Island police had made 246 DUI arrests during the same period last year.
However, major accidents are down 18 percent, with 364 this year compared with 446 at this time last year, police said.
WOMAN'S LEG IMPALED IN FALL
A 19-year-old Kapa'a woman suffered serious injuries Monday on Kaua'i after slipping off the edge of a stream crossing on Loop Road in Wailua and falling into the stream.
Police said the woman was trying to walk over the first stream crossing with several friends about 6 p.m. when she slipped and fell into the river, impaling her lower right leg on a piece of steel reinforcing bar that was below the surface of the water.
Police, fire and medical personnel freed the woman from the rebar and took her to Wilcox Hospital.
