Honolulu attorney Stanley Changon Thursday announced plans to run for the City Council's District 4 seat, which covers the area from Hawai'i Kai to Waikiki.
A Kahala resident, Chang was an attorney with Cades Schutte, where he specialized in real estate law.
Chang, 27, graduated cum laude from Harvard Law School. He also graduated from there magna cum laude with a bachelor's degree in government.
He said his priorities include basic infrastructure needs for the district and sound, fiscal policies for the city.
The 4th District seat is held by Councilman Charles Djou, who has served eight years and is barred from seeking a third consecutive term because of the term limit.
