The arrests were made about 6:43 a.m. Friday, after police received a call from a woman who said someone had been shot in a Leolua Street apartment.
When police arrived, no one answered the door, but when they looked through a screen window officers saw a 22-year-old man lying in a pool of blood on the living room floor.
The officers entered the apartment, where they found Tadly and two other men, ages 17 and 18, who were subsequently arrested on suspicion of second-degree attempted murder.
