FBI team reviewing shooting on Tantalus by off-duty agent

A three-person investigative unit from the FBI's headquarters in Washington, D.C., will arrive in Honolulu this afternoon to conduct a review of the events that led to yesterday's shooting of a man on Tantalus Drive by a special agent.
Special agent Thomas Simon of the FBI's Honolulu office said the review by the Shooting Incident Response Team is standard FBI policy in instances where deadly force is used.
Martin Boegel, 27, of Makiki, was shot and critically wounded by an off-duty agent on Tantalus Drive shortly after 1 p.m.
The agent, who has not been identified, said he saw Boegel walking on the roadway with a handgun. When he ordered Boegel to put the weapon on the ground, Boegel allegedly walked toward the agent in what Honolulu police said was an aggressive manner.
The agent then shot Boegel.
Various reports indicate that Boegel may have been dressed to appear as if he was a police officer and that he pointed the gun at drivers passing him.
Simon said the FBI team will meet with Honolulu police and review their incident reports. He said they may also interview witnesses.
"We expect that this review will be completed by Friday," Simon said in a statement. "The SIRT will take their findings back to ... Washington, D.C., where they will be presented to the FBI's Shooting Incident Review Group for a final determination of whether this shooting was in compliance with the FBI's deadly force policy."
